Dr. James E. Carter was born in Savannah, Georgia. He is the eldest son of the late Dorothy and Sam Carter. He attended the public schools of Savannah, Georgia. Dr. Carter received his Bachelor of Science degree from Benedict College, a Master of Science from Ball State University in Muncie, Indiana, and Doctor of Philosophy degree from Springfield College.

While attending Benedict College on a football scholarship, Dr. Carter served as captain of the football team from 1964-1966, and was a member of the track and field team, winning numerous awards as a javelin thrower. He was selected twice to the All SIAC team, and Pittsburgh Courier Honorable Mention All American Team.

Dr. Carter was a football coach for more than 20 years. AS a high school coach in Savannah, Georgia, tree of his players were high school All Americans. During his college football coaching career, six of his player were drafted into National Football League.

During Dr. Carter's professional career, he has served as a high school teacher, high school and college level coach, an assistant principal, principal, and college professor. Dr. Carter has numerous professional affiliations, awards and honors, has various publications,and has served in a number of community activities including the Special Olympics World Summer Games. Dr. Carter's motto is, "It matters to this one, and he deserves a chance to grow. It matter's to this one, I can't save them all, I know, but it matters to this one, I'll help him be what he can be. It matters to this one, and it matters to me."

Dr. Carter is married to the former Annie P. Dubose of Birmingham, Alabama, and they are the parents of Jimmy, Christy, and Formica Carter and the Grandparents of Jameson Carter.,
